Shortage of DNB CET forms and available slots for Exam

Many students reported that forms for DNB CET were finished even before the lunch break on 3rd Oct 2012, the first day of availability of forms at Axis Bank branches. This shows that NBE has grossly underestimated the number of required forms for this session of CET. We received reports for non availability of forms at many branches of Delhi, for example Barahkhamba road branch, Safdarjung Enclave, then at Assam and many branches in South India.
This caused a lot of problems and uncertainty among the students. They are also tensed as they fear of not getting the exam center slot at the centers near to their home towns.

According to the DNB CET twitter account (@DNBCET) many students are complaining of slots being housefull at almost all the exam centers even before 2PM i.e. 5hrs after the opening of registration of DNB CET.

Andhra Pradesh seeks more time for NEET



The state government on Monday once again sought exemption from the National Eligibility cum Entrance Test (Neet) for admission into MBBS and BDS colleges.

In a letter to Union health minister Ghulam Nabi Azad on Monday, chief minister N Kiran Kumar Reddy requested that the Centre give time to the state’s students till 2014 to join Neet.

“Our students will write Neet in 2014. I request you to issue orders exempting the state from Neet-2013,” the chief minister wrote.

The move was necessitated after the Supreme Court asked the states which had expressed their willingness to join Neet by 2013 itself.

Earlier, the Medical Council of India (MCI) had expressed helplessness when the state had sought exemption from the Neet-2013 on the grounds that the issue was sub judice.

The chief minister wanted exemption from Neet, scheduled for May 12, 2013, since its introduction in the state would involve making amendments to the AP Educational Institutions Act, 1983 and Dr NTR University of Health Sciences Act, 1986 under which the state’s common Entrance Test (EAMCET) is held.

The chief minister also gave the CBSE curriculum as a reason for exemption.

He said that the state had adopted the new curriculum for Inter students from 2012- 13 and the students who joined this year would complete their intermediate courses only in April 2014.

Centre to states: NEET CET mandatory

The common entrance test for post-graduate (PG) medical students is mandatory for all government and private colleges. Making it clear to the state governments, the Union health ministry has written to them informing that the new test system has been notified and they will have to adhere to it.
Earlier the proposal to conduct common test had received stiff opposition from some states. However, citing a judgement of 2010 by the Supreme Court of India, the Union health ministry made it clear that states have no option but to come on board.
The Union health ministry in their recent letter to the states have shared all information on the new test so that it can be widely publicised in their states.
As reported first by this newspaper, the first ever all-India “online test” for post-graduate medical students will be conducted from November 23, 2012. The new system offers flexibility for aspirants to choose any date between November 23 to December 6, 2012.
After following paper-pencil format for years, this will be the first time that an online test will be conducted for post-graduate (PG) medical students. Sources in the ministry revealed that the notification with regard to the new computer based testing is likely to come up by next week.
The National Board of Examination (NBE) which agreed to conduct the Common Entrance Test (CET) for PG medical students decided to replicate the IIM model-an “online test” format for the students.

Students are not happy with NEET dates


The announcement of preponing medical entrance examination for post-graduate courses at short notice has stunned students.
This is inconvenient and could affect their career, they fear.
The national board of examination has come out with a new date for holding nation-wide examination for post-graduate medical entrance. This includes MS, MD and diploma courses (NEET-PG).
Medical post-graduate (PG) aspirants are shocked to get the dates of NEET-PG examinations. It will be held online between November 23 and December 6 this year in 33 cities across the country.
Earlier, All India PG entrance examinations used to be held in the second week of January. Hence students were expecting NEET-PG will also be held in the second week of January 2013. This was indicated by the MCI in March 2012.
But advancing the examinations by two months has shocked students. Students will get admissions to PG courses in various institutes all over the nation only after clearing this examination.
A doctor from Maharashtra, who does not wish to be quoted, told this newspaper that preparations of NEET-PG are exhaustive. It includes 19 subjects, which are otherwise studied over four-and-a-half years.
Students start preparing for the examinations after completion of internship in March.
According to prior announcement and past experience, students plan to complete the studies by January. But pre-ponement by months has brought a situation of panic and depression.
Moreover, students try to seek admission to other PG institutes like PGI, Chandigarh, AIIMS, New Delhi and DNB.
All these examinations are always conducted in May and November bi-annually. These examinations have different patterns of testing. But this year all the dates are colliding in November.

Tamil Nadu opposes NEET PG / UG

Chief Minister J Jayalalithaa today strongly opposed the Centre's move to conduct All India Common Entrance Test for admission to UG and PG courses in medical colleges and reiterated her demand that Tamilnadu be exempted from it.

In a letter to Prime Minister Manmohan Singh, a copy of which was released to the media here, she said Tamilnadu should be exempted from this and allowed to continue with its existing system for admission to UG and PG Medical seats.

Jayalalithaa expressed surprise and distress over the unilateral decision taken by the Centre without taking into account the protests and in spite of the stay against the Common Entrance Test obtained in the Madras High Court which holds good until it was vacated or until the writ petition was disposed of.

Jayalalithaa said the Union Minister of Health and Family Welfare had earlier assured that the States would be consulted and their views considered before evolving any policy decision with regard to the conduct of an All India Common Entrance Test.

The Tamilnadu government had also given its views, specifically stating that the All India Common Entrance Test would interfere with the rights of the State government in administering the education system and would create problems in implementing the reservation policy followed uniquely in the State.

'Even after repeated requests, by this public notice, it is now clear that the Central Government has not considered our case and has gone ahead with the decision to implement the Common Entrance Test and in the notice has stated that NEET-PG is a mandatory test for gaining entry to MD/MS/PG Diploma courses in all medical colleges under the ambit of post graduate medical education of the Medical Council of India'', she said.

Jayalalithaa recalled her earlier letter to the Prime Minister in which she had registered the State's protest on the issue.

However, despite the State’s protest the Union government has notified the National Board of Examination (NBE) for conducting the National Eligibility Cum Entrance Test for Post Graduate Courses and has gone ahead issuing a public notice for admission to MD and MS Post Graduate Diploma Courses for the 2013 session.

The Tamilnadu government had already taken a policy decision to abolish the entrance examination for professional courses.

'This was done after detailed examination by an Expert Committee which found that such Common Entrance Tests put rural students from poor socio economic backgrounds at a disadvantage due to lack of geographical and financial access to requisite training institutions and materials', she pointed out.

Jayalalithaa said the State government has reserved 50 per cent of its PG medical seats for doctors who have completed three years of rural service with special weightage for those working in hilly and tribal areas.

'The government has also successfully obtained and enforced bonds from those completing Post Graduate education in Government Medical Colleges to serve the State for a minimum period, which has helped to meet the need for specialist medical manpower', she said.

Jayalalithaa said 'it will be legally difficult to implement these policy initiatives if a Common Entrance Test is introduced as we would have to fall in line with the regulations of the National Test, which may not have such enabling provisions'.
