Shortage of DNB CET forms and available slots for Exam

Many students reported that forms for DNB CET were finished even before the lunch break on 3rd Oct 2012, the first day of availability of forms at Axis Bank branches. This shows that NBE has grossly underestimated the number of required forms for this session of CET. We received reports for non availability of forms at many branches of Delhi, for example Barahkhamba road branch, Safdarjung Enclave, then at Assam and many branches in South India.
This caused a lot of problems and uncertainty among the students. They are also tensed as they fear of not getting the exam center slot at the centers near to their home towns.

According to the DNB CET twitter account (@DNBCET) many students are complaining of slots being housefull at almost all the exam centers even before 2PM i.e. 5hrs after the opening of registration of DNB CET.

Andhra Pradesh seeks more time for NEET



The state government on Monday once again sought exemption from the National Eligibility cum Entrance Test (Neet) for admission into MBBS and BDS colleges.

In a letter to Union health minister Ghulam Nabi Azad on Monday, chief minister N Kiran Kumar Reddy requested that the Centre give time to the state’s students till 2014 to join Neet.

“Our students will write Neet in 2014. I request you to issue orders exempting the state from Neet-2013,” the chief minister wrote.

The move was necessitated after the Supreme Court asked the states which had expressed their willingness to join Neet by 2013 itself.

Earlier, the Medical Council of India (MCI) had expressed helplessness when the state had sought exemption from the Neet-2013 on the grounds that the issue was sub judice.

The chief minister wanted exemption from Neet, scheduled for May 12, 2013, since its introduction in the state would involve making amendments to the AP Educational Institutions Act, 1983 and Dr NTR University of Health Sciences Act, 1986 under which the state’s common Entrance Test (EAMCET) is held.

The chief minister also gave the CBSE curriculum as a reason for exemption.

He said that the state had adopted the new curriculum for Inter students from 2012- 13 and the students who joined this year would complete their intermediate courses only in April 2014.

Centre to states: NEET CET mandatory

The common entrance test for post-graduate (PG) medical students is mandatory for all government and private colleges. Making it clear to the state governments, the Union health ministry has written to them informing that the new test system has been notified and they will have to adhere to it.
Earlier the proposal to conduct common test had received stiff opposition from some states. However, citing a judgement of 2010 by the Supreme Court of India, the Union health ministry made it clear that states have no option but to come on board.
The Union health ministry in their recent letter to the states have shared all information on the new test so that it can be widely publicised in their states.
As reported first by this newspaper, the first ever all-India “online test” for post-graduate medical students will be conducted from November 23, 2012. The new system offers flexibility for aspirants to choose any date between November 23 to December 6, 2012.
After following paper-pencil format for years, this will be the first time that an online test will be conducted for post-graduate (PG) medical students. Sources in the ministry revealed that the notification with regard to the new computer based testing is likely to come up by next week.
The National Board of Examination (NBE) which agreed to conduct the Common Entrance Test (CET) for PG medical students decided to replicate the IIM model-an “online test” format for the students.

Students are not happy with NEET dates


The announcement of preponing medical entrance examination for post-graduate courses at short notice has stunned students.
This is inconvenient and could affect their career, they fear.
The national board of examination has come out with a new date for holding nation-wide examination for post-graduate medical entrance. This includes MS, MD and diploma courses (NEET-PG).
Medical post-graduate (PG) aspirants are shocked to get the dates of NEET-PG examinations. It will be held online between November 23 and December 6 this year in 33 cities across the country.
Earlier, All India PG entrance examinations used to be held in the second week of January. Hence students were expecting NEET-PG will also be held in the second week of January 2013. This was indicated by the MCI in March 2012.
But advancing the examinations by two months has shocked students. Students will get admissions to PG courses in various institutes all over the nation only after clearing this examination.
A doctor from Maharashtra, who does not wish to be quoted, told this newspaper that preparations of NEET-PG are exhaustive. It includes 19 subjects, which are otherwise studied over four-and-a-half years.
Students start preparing for the examinations after completion of internship in March.
According to prior announcement and past experience, students plan to complete the studies by January. But pre-ponement by months has brought a situation of panic and depression.
Moreover, students try to seek admission to other PG institutes like PGI, Chandigarh, AIIMS, New Delhi and DNB.
All these examinations are always conducted in May and November bi-annually. These examinations have different patterns of testing. But this year all the dates are colliding in November.

Tamil Nadu opposes NEET PG / UG

Chief Minister J Jayalalithaa today strongly opposed the Centre's move to conduct All India Common Entrance Test for admission to UG and PG courses in medical colleges and reiterated her demand that Tamilnadu be exempted from it.

In a letter to Prime Minister Manmohan Singh, a copy of which was released to the media here, she said Tamilnadu should be exempted from this and allowed to continue with its existing system for admission to UG and PG Medical seats.

Jayalalithaa expressed surprise and distress over the unilateral decision taken by the Centre without taking into account the protests and in spite of the stay against the Common Entrance Test obtained in the Madras High Court which holds good until it was vacated or until the writ petition was disposed of.

Jayalalithaa said the Union Minister of Health and Family Welfare had earlier assured that the States would be consulted and their views considered before evolving any policy decision with regard to the conduct of an All India Common Entrance Test.

The Tamilnadu government had also given its views, specifically stating that the All India Common Entrance Test would interfere with the rights of the State government in administering the education system and would create problems in implementing the reservation policy followed uniquely in the State.

'Even after repeated requests, by this public notice, it is now clear that the Central Government has not considered our case and has gone ahead with the decision to implement the Common Entrance Test and in the notice has stated that NEET-PG is a mandatory test for gaining entry to MD/MS/PG Diploma courses in all medical colleges under the ambit of post graduate medical education of the Medical Council of India'', she said.

Jayalalithaa recalled her earlier letter to the Prime Minister in which she had registered the State's protest on the issue.

However, despite the State’s protest the Union government has notified the National Board of Examination (NBE) for conducting the National Eligibility Cum Entrance Test for Post Graduate Courses and has gone ahead issuing a public notice for admission to MD and MS Post Graduate Diploma Courses for the 2013 session.

The Tamilnadu government had already taken a policy decision to abolish the entrance examination for professional courses.

'This was done after detailed examination by an Expert Committee which found that such Common Entrance Tests put rural students from poor socio economic backgrounds at a disadvantage due to lack of geographical and financial access to requisite training institutions and materials', she pointed out.

Jayalalithaa said the State government has reserved 50 per cent of its PG medical seats for doctors who have completed three years of rural service with special weightage for those working in hilly and tribal areas.

'The government has also successfully obtained and enforced bonds from those completing Post Graduate education in Government Medical Colleges to serve the State for a minimum period, which has helped to meet the need for specialist medical manpower', she said.

Jayalalithaa said 'it will be legally difficult to implement these policy initiatives if a Common Entrance Test is introduced as we would have to fall in line with the regulations of the National Test, which may not have such enabling provisions'.

Bihar govt says no to NEET, to file petition in HC

The Bihar government may file a writ petition in the Patna high court against the Medical Council of India's proposed move to hold a National Eligibility-cum-Entrance Test (NEET) for admission to post graduate medical courses and MBBS courses from the next academic sessions countrywide.

"We have sent a proposal to the government for moving the high court against the MCI's notifications for holding the NEET-PG as well as NEETUG from the next sessions," controller of examination, health department, Dr NP Yadav told HT on Monday.

"The Bihar government's stand is clear on this count. It doesn't want either NEETPG or NEET-UG. It is strongly in favour of holding its own examinations," Yadav added. He argued, that students from Bihar would face several hurdles in competing in the single entrance tests, as they had hardly any facility for coaching in the state. Also, the syllabus being followed by the Bihar School Examination Board was quite different from that of the Central Board of Secondary Education.

While the CBSE has been notified to conduct the NEETUG, the National Board of Examinations (NBE) has been made the agency to conduct NEET-PG.

In order to conduct a single all India test for admission to MBBS and PG courses in MS/MD, the central government has notified NEET-UG and NEET-PG.

While the single combined test for admission to MBBS courses will be organized in May next year, the exercise for NEET-PG will begin from November 23 this year. This will be a computer based test (CBT) to be organized in 33 cities.

As per the notification, NEETPG is a mandatory test for gaining entry to Md/MS/PPG diploma courses at all medical colleges under the ambit of PGME Regulation of the MCI.

No candidate, who fails to obtain the minimum eligibility marks as prescribed, shall be admitted to any post graduate courses, the notification said.

DNB CET is the eligibility-cum-ranking examination for entry to various Post Graduate courses in modern medicine under the National Board of Examinations (NBE).

Confusion over medical institute tests cleared


CHANDIGARH: Clearing the clouds of uncertainty, at least in the country's prestigious medical institutes, the Union ministry of health and family affairs has instructed the PGI to conduct the postgraduate MD/ MS exams on 11 November and the AIIMS will continue with its previous schedule of 18 November. This comes a day after the TOI had highlighted how the instability of the UPA government had left over lakhs of medicos taking the exams in these institutes in lurch.

This has come as relief to the doctors who were in a dilemma on where to apply for the various post graduate specialties. Informing the TOI from Delhi, Dr R C Deka, director, AIIMS said, "We had been pursuing the government on the issue. Accordingly the ministry has clearly sent instructions on Friday to the PGI to make it on 11 November."

The director AIIMS had explained his apprehensions to the ministry about his institute's inability to make any amendments for the examination. "We have five examination centers in Delhi, Chennai, Kolkata, Mumbai and Guwahati. And to change dates in all these assigned centres is not feasible. PGI has its centre located in Chandigarh alone."

The instructions from the ministry also have lashed out at the AIIMS and the PGI for lack of coordination in fixing the schedule as this clash has never been in the history of the institutes. There are over 10,000 medicos who take the exams for the PGI, while over lakhs of medicos attempt for the tests in the AIIMS. The competition is so fierce that there are a total of 148 seats in all specialities including the reserved category in the PGI and 289 in the AIIMS.

Cheering the last moment decision, Dr Abeer Goel, a pass out from the Government medical college and hospital, Chandigarh said: "It has come as a respite as the pattern for both exams is different. I have time to revise for both the exams and can now take a chance in AIIMS and the PGI."

NEET PG 2013: Will be conducted from Nov 23, 2012 to Dec 6, 2012 says deccanchronicle

DNB CET August 2012 – Result cum Merit List

1.      Result cum Merit list of applicant candidates of DNB Centralized Entrance Test conducted by NBE during 9th August – 17th August 2012 has been declared.

3.      The schedule of Centralized Merit Based Counseling for admission to DNB Broad Specialties courses (July 2012 Admission Session) has been notified. 


4.      Candidates may note that participation in the Counseling is subject to the candidates being eligible in all respects and verification of their original documents at the time of the Counseling.

 RESULTS - EQUATING & SCALING

The question paper of DNB CET comprises of 180 multiple choice questions each with four options and only one correct response. Multiple question papers are used for DNB CET for different sessions and days.
A standard psychometrically-sound approach is employed for the scoring process of DNB CET. This approach has been applied to score all large scale Computer Based Examination utilizing multiple question papers.

Step 1: Calculation of Raw Marks

Raw marks are calculated based on the number of questions answered correctly, incorrectly or omitted.

Step 2: Raw Marks are equated

While all question papers (forms) are carefully assembled to ensure that the content is comparable, the difficulty of each form may be perceived by different subjects undertaking the test to slightly vary. Such minor differences in the overall difficulty level are accurately measured after all the different question papers have been administered and the results analyzed. A post-equating process is necessary to ensure validity and fairness.
Equating is a psychometric process to adjust differences in difficulty so that scores from different question papers are comparable on a common metric and therefore fair to candidates testing across multiple papers. To facilitate this comparison, each form contains a pre-defined number of questions (items) selected from a large item bank, called an equating block, which is used as an anchor to adjust candidates scores to the metric of the item bank. Taking into account of candidates' differential performance on these equating blocks, each individual's raw marks are adjusted for difference in question paper difficulties.
During post-equating, test items are concurrently analyzed and the estimated item parameters (item difficulty and discrimination) are put onto a common metric. Item Response Theory (IRT), a psychometrically supported statistical model, is utilized in this process. The result is a statistically equated raw score that takes into account the performance of the candidate along with the difficulty of the form administered.

Step 3: Equated raw score is scaled

 In order to ensure appropriate interpretation of an equated raw score, the scores must be placed on a common scale or metric. A linear transformation is used for this scaling process, which is a standard practice for such test administration.
Post equating takes into account any statistical differences in examination difficulty and ensures all candidates are evaluated on a common scale.
The aforesaid steps ensure that all examination scores are valid, equitable and fair.

FREQUENTLY ASKED QUESTIONS Scoring & Results:

a. How are raw marks calculated?
Raw marks are calculated based on the number of questions answered correctly, incorrectly, or omitted. Each correct answer will be awarded one (1) point, and 0.1 point will be deducted for each wrong answer. Questions left unanswered will be awarded zero (0) point.

b. What happens after raw marks are calculated?
Like all large-scale exams, CET will utilize multiple question papers (forms), or versions, of the test. While all forms are carefully assembled from question bank to ensure that the content is comparable, the difficulty of each form may be perceived to vary slightly by the subject undertaking the exam. Such minor differences in the overall difficulty level are rectified through a process called equating. Equating assures fairness for all candidates by allowing accurate comparisons to be made of performance across all of the test forms. Equated raw scores are then placed on a common scale or metric to ensure appropriate interpretation of the scores. This process is called scaling.

c. How will I know if I have been successful in the CET?
Your scaled score will be made available on the NBE website. A candidate who scores a minimum of 50% (45% for PWD & 40% for SC, ST and OBC candidate) on a scaled score range shall be declared as successful. Merit List shall be prepared on the basis of scaled score obtained by the candidates.
Candidates will be called in order of their merit position, to participate in the centralized counseling to exercise their choice of specialty and institution. This will continue until the allotted seats are filled, before the cutoff date prescribed for joining.

d. What happens if I obtain the same scaled score as another candidate?
In the event two or more candidates obtaining the same scaled score, the merit position shall be determined by the number of wrong responses of these candidates. The candidate with the lesser number of wrong responses shall be placed at a higher merit. If there is still a tie, date of birth shall be considered to determine inter-se-merit, i.e. an elder candidate shall be placed at a higher merit.

e. When will the merit list be available?
The merit list is likely to be available in second half of September 2012.

f. How long are my results valid for?
The results for DNB CET held in August 2012 are valid for the admission to July
2012 admission session only.

AIIMS MD/MS/MCh(6 yrs) November 2012 (Jan 2013 session Notification.

The Entrance Examination for admission to MD/MS/M Ch (6 yrs) and MDS courses for January, 2013 Session of AIIMS, New Delhi will be held on Sunday the 18th November, 2012 in Chennai, Delhi, Kolkata, Mumbai and Guwahati.
The on-line registration of application forms will start from third week of September, 2012 on AIIMS web site www.aiimsexams.org and the last date for registration of applications will be 15.10.2012 (up to 5:00 PM).

GENERAL INFORMATION:

The candidate is required to download the Application Form/Challan Form from the PGI
website i.e. http://pgimer.nic.in. After filling the application form, the candidate is required
to send it by Speed Post/Registered Post to Registrar PGI, Chandigarh on or before
06.10.2012. After depositing the fee with the branch of State Bank of India, the candidate
shall send a PGl’s copy of the Challan Form along with the application form and retain a
candidate’s copy of Challan with him/her for future use. The third copy of the Challan form

reference No. will have to be mentioned instead of Challan No. in the application form. The
fees for GENERAL/ OBC/OPH candidates is Rs. 1000/- and for SC/ST Rs.800/- (indicating
category i.e. General or SC/ST). However, the fees for DM/M.Ch examination is Rs. 1000/.
(The candidates should write his/her Name, Address, contact number and course name
in which he /she apply, on the hack side of Challan form).
The candidates completing internship after 31.12.2012 are not eligible for course  No. 1, 2 and 3.
The number of seats wherever indicated are provisional and may increase/decrease without
any prior notice.
DM/M.Ch – A candidate applying for more than one subject/course is required to submit
separate application Iorm complete in all respect for each subject/course.

A new news a day about NEET-PG 2013

NEET PG 2012 has become a real head ache for doctors preparing for PG entrance exams. First of all its September already and there is no official announcement about the NEET PG exam, like when the exam will be, whats the pattern and who will be conducting the exam... These questions are killing a lot of time and mental peace of doctors...

Above all this some Telgu Paper publish a new piece of NEWS about NEET PG every other day...

For example...


“NEET PG will be held online from Jan 15-30, 2013. Results will be declared on Feb 14, 2013 (both national & state ranks).”

 Andhra pradesh has agreed for NEET. The column in red says NEET-PG in January last week , with 180 questions and .25 negative. Notification by December.

And then there was a article in Deccanchronical mentioning that exam could be in Oct/Nov.

All these makes it very confusing for the students.

What MOHFW and DGHS or MCI shoud do is to come to a decision about NEET PG as soon as possible and publish a official notification about the details of the exam.

Lets hope our Ministry takes some rapid action and relieves some of student's tension.

The first-ever Common “online test” for Post Graduate (PG) medical students is most likely to be conducted at the end of this year.

The Union health ministry, which approved the new “online” method on Monday, decided to conduct the exam in October or November this year.

Sources in the ministry disclosed that the file has already been sent for the approval of Union health minister and the final date of the test will be notified this week. Earlier, some senior health ministry officials has opposed thenew move to conduct common online test. They had advised that the old-pencil format should be used.

However, in a meeting held on Monday the new technique developed by the National Board of Examination (NBE) on the lines of IIM test-got the final approval.

The new method has been replicated from the IIM model-an “online test” format for the studentswhich they introduced three years back. The PG medical test will be conducted for all private and government medical colleges, barring All India Institute of Medical College (AIIMS), PGI Chandigarh and JIPMErPondicherry.

“These are autonomous institutes and and can conduct their own exams under the Act of Parliament. These institutes have been exempted from the common test,” said a senior official in the health ministry. AIIMS conduct PG exam for 50 per cent of the government seats on behalf of DGHS which comes to around 4,000 seats.

The NBE which is ready with the new system says that it offers flexibility for candidates to choose any date in the ten-day period for the test. Besides invigilators, CCTVs and biometric identification systems will also be put in place.

Some Ministry officials does not want online NEET-PG


Summary of this article:

  1. Some ministry officers are trying to prevent online (CBT Mode) for Neet-PG.
  2. There is a official meeting to review this on Monday.
  3. NBE has already prepared plan to conduct a single online test for PG entrance on a CBT Mode (As has already been done for the DNB CET Aug 2012).
  4. If online test happens students will have option to choose the date of exam out of the 10 days of examination. (Although this has not happened in DNB CET and dnb schedule was predeclared and the time and date of exam was decided by NBE and students were not given any option to choose)


A section of senior health ministry officials, whose children are all set to appear for the post-graduate medical entrance examinations, are apparently opposing the government’s move to conduct “common online test” for the entrance exams in the lines of the IIM.
Sources say that these officials feel that their children might not be “comfortable” in the particular format. “These officials have advised that the old pencil-paper format should be used,” a senior health ministry official revealed.
Incidentally, the common online test has been approved by the ministry. Following the objection being raised by this particular section of officials, the ministry has called a review meeting on Monday.
Members of National Board of Examination (NBE) and Medical Council of India (MCI) will be present in the review meeting.
It may be recalled that the NBE has already decided to replicate the IIM model, an “online test” format, for the students. It is unlikely that the NBE will change its stance. Union health secretary P.K. Pradhan, however, said that “the meeting has been called to see the arrangement being done by the NBE and even finalise the date”. The proposal for the new method of testing had already been approved by health secretary.
Despite the objections, the NBE officials said that the new system “offers flexibility for candidates to choose any date in the 10-day period for the test.” While, the format is same as followed by IIM, the 10-day window period allows students to appear for the test at their convenience, making it user-friendly. Besides invigilators, CCTVs and biometric identification systems will also be put in place for the exam.
“The curriculum has been prepared by the MCI and the bank of question papers will be prepared by NBE,” said a senior official in the health ministry. The NBE officials say that the new method will put the private coaching on the back foot and since there will be different set of questions.
Earlier this year, the health ministry had approached the NBE for conducting CET for PG students after the All-India Institute of Medical Sciences (AIIMS) expressed its inability in conducting it, citing lack of manpower.
Approximately 60,000 students appear every year for various PG medical examinations. The AIIMS conduct PG entrance for 50 per cent of government seats-which comes to around 4,000 seats.
